However, you still need the vehicle registration certificate (BPKB) and the purchase receipt. After transferring the ownership, the new owner can pay the STNK tax online or directly at the Samsat office using their personal ID card.
How to Transfer Vehicle Ownership
Transferring vehicle ownership, whether it's a motorcycle or a car, consists of two stages: transferring the STNK ownership, followed by transferring the BPKB ownership.

Transfer of STNK Ownership
Before processing the transfer of STNK ownership, you need to prepare the following requirements:
- Original and photocopy of the STNK under the old owner's name

- Purchase receipt with a Rp10,000 stamp
Steps:
1. Go to the mutation counter at the Samsat office where the STNK was issued and submit the required documents.
2. Conduct a physical check of the vehicle (scratch the chassis and engine numbers).
3. Submit the results of the physical check and other documents to the counter officer.
4. The officer will legalize the documents, which will then be returned to you.
5. Fill out the form at the fiscal check counter and return it to the officer. Wait for further instructions.
6. Pay the document retrieval fee and any outstanding taxes at the cashier.
7. Fill out the form at the mutation section and submit it along with the legalized documents.
8. Pay the mutation registration fee between Rp75,000 - Rp250,000 and keep the receipt.
9. Collect the documents after 5-7 days, then pay Rp10,000 at the fiscal counter for the receipt.
10. Conduct a physical check at the destination Samsat office to legalize the documents. Photocopy the physical check results and the legalized receipt.
11. Submit the documents to the mutation document counter, including the original BPKB. If complete, the BPKB and the STNK payment proof will be returned.
12. Return to the Samsat office on the specified day to pay the fee for issuing the new STNK. You will receive the new STNK under the new owner's name.
Transfer of BPKB Ownership
After obtaining the new STNK, the transfer of BPKB ownership can be done at the local Traffic Department (Ditlantas Polda).
Requirements for BPKB Ownership Transfer:
- New STNK (original and photocopy)
- New owner's ID card (original and photocopy)
- Original BPKB (original and photocopy)
- Physical check verification result
- Purchase receipt (original and photocopy)
Steps:
1. Go to the local Traffic Department (Ditlantas Polda) and submit the required documents.
2. Fill out the new BPKB issuance form, then wait for document verification.
3. Pay the issuance fee of Rp80,000 via ATM.
4. Submit the documents and payment proof, then receive the BPKB retrieval receipt.
5. Collect the BPKB on the specified date with the retrieval receipt and a copy of the ID card.
